Hi Carl, Wow this is an involved question. First you need to learn the Fair Housing laws to ensure you do not discriminate and possibly end up in court. I suggest you contact a local landlord/tenant attorney and learn these laws. Once you have we can recommend which reports you purchase on your rental prospects.
You will need to come up with a consistent criteria by which you make rental decisions. Credit background, criminal activity, etc. We can guide you through this, but ultimately these are subjective decisions you must decide, based on the rental market in your area, your specific rental units, and the amount of risk you are willing to assume.
